The founder
Thirty years at the intersection of critical infrastructure, cybersecurity, and now sovereign artificial intelligence.
Background
Alexandre Ouaknine co-founded DC3, the U.S. Department of Defense's cybercrime center, in 1997, and spent the following seven years building it into a reference in digital forensics and cyber investigation. He went on to hold critical infrastructure roles for Fortune 500 companies, then technical leadership positions in the online gaming industry in Malta, including public appearances on Shark Tank Malta. In 2023, he redirected that experience toward a single problem: how a business or a family keeps its own artificial intelligence entirely under its own control. That question became Volta Sovereign AI, founded and based in Nice.

Professional standing
Alexandre Ouaknine's professional affiliations include the Nice Bar (Barreau de Nice) and the Monaco Bar (Ordre des Avocats de Monaco) — a standing that matters directly to Volta's law firm and family office clients, who require a counterpart who understands professional confidentiality obligations from the inside, not just as a compliance checkbox.
